NC approves water certification for MVP Southgate

North Carolina state regulators have approved a permit for the MVP Southgate’s construction and operation, concluding the project can be built safely and responsibly in accordance with state water quality standards.

The Division of Water Quality, part of North Carolina’s Department of Environmental Quality, issued a water quality certification for the project under Section 401 of the federal Clean Water Act. The certification affirms that the amended project’s plans meet state water quality standards and are protective of waterbodies, habitats and aquatic species.

The decision, dated Nov. 12, 2025, echoes a state hearing officer’s recommendation and follows a comprehensive review of MVP Southgate’s application, as well as comments from the public during a comment period and a hearing held in August in Eden.

In October, the Federal Energy Regulatory Commission issued its Environmental Assessment for the amended MVP Southgate project, concluding the project presented no significant environmental impact.
